POSITION SUMMARY
The Research Specialist supports municipal registration, jurisdiction activation, and multi-state expansion by collecting, validating, organizing, and maintaining accurate regulatory and operational information. This position prepares the research foundation required for the Registration & Activation Specialist and Compliance Lead to communicate with jurisdictions, complete registrations, resolve issues, and approve activation.
ESSENTIAL FUNCTIONS
Core duties and responsibilities include the following. Other duties may be assigned.
Jurisdiction Research
- Research building departments, municipalities, counties, and other authorities having jurisdiction in assigned states or regions
- Identify municipal contacts, email addresses, telephone numbers, websites, portals, adopted ordinances, registration requirements, application forms, checklists, fees, and submission methods
- Research state statutes, licensing agencies, reciprocity requirements, and administrative prerequisites for entry into new states or jurisdictions
- Identify conflicting, unclear, or potentially unlawful requirements and escalate them without offering an unsupported interpretation
Documentation & Record Management
- Create and maintain the HubSpot municipality record and Municipality Registration Ticket for each assigned jurisdiction
- Document research findings in the approved workflow template using clear, complete, and verifiable information
- Create and maintain municipality folders and organized document repositories in approved company systems
- Maintain the Registered Cities Master List, governing-bodies lists, municipal contact records, operational notes, and related tracking tools
- Collect and organize current Private Provider and third-party registration documents including resumes, licenses, identification records, certificates of insurance, workers’ compensation documents, and jurisdiction-specific forms
- Maintain links and access information for municipal portals and internal registration resources in accordance with company security practices
Handoff & Ongoing Maintenance
- Provide a complete research handoff to the Registration & Activation Specialist and promptly correct missing or inaccurate information
- Support insurance, license, qualifier, inspector, and document updates by identifying every affected municipal record and repository
- Track changes to municipal forms, portals, contacts, registration requirements, and operating procedures and route material changes for review
- Assist with audits of active municipalities to confirm that research, contacts, documents, links, and operational notes remain current
QUALIFICATIONS

Required
- 2+ years of experience in research, permitting, municipal administration, compliance support, licensing, data management, or a related field
- Strong internet, regulatory, and document research skills with the ability to verify information using authoritative sources
- Excellent attention to detail and the ability to maintain accurate records across multiple systems
- Strong written communication and organization skills
- Proficiency with Microsoft Office, Google Workspace, PDF tools, HubSpot or comparable CRM systems, and shared document repositories
- Ability to manage multiple jurisdictions, deadlines, and follow-up assignments
- Ability to recognize gaps, conflicts, and escalation triggers without exceeding the authority of the role
Preferred
- Experience with construction permitting, municipal administration, or building-department processes
- Familiarity with HubSpot or similar CRM platforms
- Bilingual in English and Spanish
PERFORMANCE EXPECTATIONS
- Accuracy and completeness of municipality research packages
- Timeliness of ticket creation, research completion, and handoff
- Accuracy of the Registered Cities Master List, contacts, folders, and operational records
- Percentage of records maintained without missing links, documents, or required fields
- Timely identification and escalation of changed or conflicting requirements
